Going by the techs, last Wed I noted here that there was some shenanigans at the close at 0.84 (AMEX). Daily OBV was up significantly at that time and continued up significantly through Friday. sp movement was a little on Thurs and bigtime Fri afternoon. This "pop" was predicted by the technicals. I implied this to Sasa in a PM.

However, those buyers trying to get in on the sly goofed up when they painted it 1.15 as a close Friday. Then they tried to cover with the Reuters story.

Are there shenanigans going on? Maybe.

Might the Fri sp gains be speculators buying on an AP announcement? Definitely.

Are we close to having permit granted? Very, very, possible.
