I don't think Roy specifically said Crystallex was in possession of the permit. His comment was as you wrote "done and dusted" but no reference to were that darn elusive Permit is or in who's possession it is in.

You would be well advised to certainly take Vheadlines with lots of salt. Roy is just filling up space on his blog.
