I would suggest a re-establishment of a better workable relationship with the USA and Canada.
Which indicates that the upcoming US elections and by the way elections in Canada and also Venezuela, could be a catalyst for a different bilateral Political attitude toward each in both the south and northern latitudes of America. Hugo's political rhetoric is the vehicle he uses to unit Venezuela into a commonly bound unit and to establish himself as the savior of the poor and unemployed because of the unscrupulous treatment of "foreign" companies towards all things other than their own greed.
After all we are all on the same gigantic island, and there is no way Venezuela can build a pipe line to anywhere than on it. Shipping oil to Europe or Asia by tanker is not Volume ($) productive. North America is one of the largest users of petroleum and a happy customer with loads of Greenbacks (preferred world currency) next door is a good thing.
Issuing a permit would be an indication of a changing attitude, but Hugo's latest rhetoric negates that.
I think we will have to wait till ........................
