Pretty close, but I think there are some missing words.

"The only thing they told me is that <it is/there is> a project for giving concessions in the state of Bolivar, but it is on standby (as in they are studying it)"

The phrase "esta en estudio" is that it is on standby/hold and being studied or considered. The part in < > seems to be the missingwords.
