imo the problem with grz is the "concession" factor...everyone from hugo/down has said those days are over "no new concessions" and they've been trying to get rid/change the old ones..

it's also the one way i can see for ven to issue one permit and not the other....

at this point all we can do is wait for ven to say yes..pursue our legal options as needed and not give another inch.....imo
