Because Hugo Chavez has a great dislike of all things that represent any form of North American Democracy both Political and Financial, it runs counter to his Communist ideology and there is a reluctance for him to organise his own thinking to make it work, as it runs counter to his "new revolution" in Venezuela. But I think he has put him self in an awkward position and is reluctant to give the go ahead.
