It all makes sense when you understand that Chavez cannot do his usual nationalization nonsense because there is nothing to nationalize. This is one hand he has overplayed and he cannot expropriate a mountain can he? They are at an impass.

KRY/GRZ have the knowledge and engineering surveys which Chavez cannot steal so he has no power here. He either goes forward under a compromise and not under his terms or he has riots everywhere. This is the only example where Chavez just looks very, very bad whatever he does.
