Price difference

If you go back to April 29th before the letter from the MinAmb, the price per share was $1.68 US. Now four months latter we are back in effect to the same "waiting for the permit mentality". However, now the price is .60 cents less. I don't believe we had any dilution of shares during that time. Maybe the price of gold was higher, but it sure seems like this is a no brainer price point. Am I missing something?
