Another interesting item in that El Nacional article was that it said

"said Garcia when leaving a meeting in the Committee on Energy and Mines."

Not sure if that is usual for the Committee of Energy and Mines to be holding a meeting over a weekend. That could be part of the gov't saying this needs expedited. Could this have been an emergency meeting?
