I still remember an article posted by InfoJoe months ago quoting a mining organization that said Sanz was working for Hugo to nationalize ALL mining (yes, I know,...they already own the mine). The fact remains that the little guy ain't gonna build THIS mine. All the little guy can do is create more toxic wasteland. If Hugo wants to maximize "little guy happiness" he'll give the directive to approve the permit so the imperialists can fire up the Detroit Diesels and start kicking @$$ 'n making cash! I just don't like his fondness for the Axis of Evil.
