Getting closer! Below I'm gonna post a portion of decree 3110, it refers to the zones and the map. I want to know the zone because if it allows mining, I don't think there can be a legitimate issue. (If it doesn't....):

Article 6. The management plan for the Imataca Forest Reserve has its
expression space in ten (10) management areas identified in this
Decree. This zoning is based on the use of ecological systems
as a unit basis, defined in terms of ecological character,
spatial distribution of systems, current uses, potential uses, conflicts
use, presence of indigenous peoples and communities and feasibility of
developing economic activities in different ecosystems
up the Imataca Forest Reserve.
The management areas whose scope and administrative space within the
Imataca Forest Reserve are identified on a map at 1:250.000, which
is an integral part of this plan are:
1.
Forest Management Area (LFA)
2.
Forest Management Area with Limitations (ZMFL)
3.
Integral Protection Zone (ZPI)
4.
Gene Reservoir Area (ZRG)
5.
Recovery Zone (ZR)
6.
Special Forest Management Area with Indigenous Communities
(ZMEFCI)
7.
Special Forest Management Area - Mining (ZMEFM)
8.
Special Forest Management Area - Mining with Indigenous Communities
(ZMEFMCI)
9.
Special Zone Management Agroforestry (ZMEA), and
10.
Special Zone Management Agroforestal with Indigenous Communities
(ZMEACI
