From my read of the original untranslated version, they are saying taht there will be mining but only in defined areas, as they wish to protect the natural habitat. Such a stance is only prudent.

A quick look at a Google picture of LC demonstrates that LC is not part of the natural jungle that they want to preserve. It needs to be exploited and then repaired.
