Interesting read.
In Venezuela it doe's not seem to mater how many Decree have been Gazetted or how many Committees have sanctioned any given subject ( in our case KRY Environment Permit), or how rational professional evaluations of projects are, or how many times are updated tacking into consideration any new technology or methods, the fact remains that there apparently is no direct direction to the person who has control of the issuance of the "Permit". Things don't get through, no one seems to listen. It' like, can anyone hear a tree falling in the forest, if there is no one there.
