It just seems to me the phrases do make sense if appropriately rearranged into English. It says to me,

1) Sanz knows full well he's not to discuss this.

2) This matter already has a predefined moment for the fixing of its course, even though he isn't telling us what that moment is nor what that course is.

3) "shall be fixed" isn't conditional, it is a declaration.
