The single sticking point that neither GRZ nor KRY could agree to at that meeting was the demand by MinAmb that the mines be converted to underground rather than open cast.
This is of course quite impossible with this type of ore body. There can be no underground mine with the grades and dissemination of the metal. My feeling is that was the "face saver" that Ortega demanded to vindicate her actions. Considering that she obviously has absolutely no knowledge of mining and has never visited the site, one has to wonder why Hugo appointed her to the position.
Apparently nobody at Minamb has thought through the demand and they just assumed that KRY and GRZ would simply comply. Now they don't know what to do.
Interestingly I have been informed that GRZ mining plan is still approved by MinAmb. They only revoked the construction permit, so GRZ is in the odd position of having a fully approved mine but no permit to construct it!
