Teutracker remember that GRZ had actually been issued with the environmental permit so we can assume that there were no outstanding issues to be resolved with MinAmb at that time.
As there have been no changes in the actual law that we are aware of it is unlikely that MinAmb really has anything significant to negotiate with GRZ.
After all, if the application met all requirements and was fully approved and issued in March 2007 there really can't be much new to discuss in July 2008.
It has always been my opinion that Ortega only revoked GRZ's permit as a show of her power and to be consistent in regards to her stated reasons to reject KRY's application rather than on rational or legal grounds. She could hardly reject KRY on grounds which had been considered and approved in GRZ's application. So she rejected KRY's application and later revoked GRZ's already issued permit and recycled the same invalid reasons for both. That saved her thinking up new ones I guess even though they were not supported by the law at the time..
In KRY's case the issue of the stage of permitting is not quite so clear cut. While it had been stated that the permit had been approved it had never actually been issued so it is possible that some officials at MinAmb were still unhappy with parts of the application and were still pressing for changes or at least letting it sit on their desks gathering dust.
However that doesn't explain why they simply haven't reissued GRZ's permit with a few cosmetic changes and then worked through any outstanding issues with KRY. It is noteworthy that at the now infamous late reported meeting both KRY and GRZ were invited to attend and apparently something must have been discussed in regards to the permit.
That indicates there is a common issue that affects both companies in regard to the permit that MinAmb wanted to air but it wasn't likely to be a technical issue specific to one or the other. Perhaps they are all just sitting around until Hugo deems it the right time to personally make the announcement to maximise the political capital he hopes to make from it.
