Contact Andrea or Richard and they will tell you they have submitted some of the paper work and they are in contact with MimAmb as well as other government agencies preparing the rest of the proposal. This will be submitted asap. No way MimAmb works with KRY on what exactly needs to be done and then denies the permit.
