IMO, if Merly Garcia is our point person then this process may have been slowed down by her trip Monday to Argentina. If she was travelling with Chavez then she may not have returned until last night or today. The Mercosur Summit was Monday and Tuesday then Chavez decided to stay in Argentina to meet with businessmen Wed.
