I think it is due to people who bought in at 50-65 cents and sold for a quick double. Now everyone that is still in is in a wait-and-see pattern. No one wants to sell right now until further info is available. Funds have already built up shares(at least the ones who have full faith in the permit) and the rest of the funds will probably buy in a day or 2 before permit comes as we all know the stock market is NOT corrupt.
