i think it's more important that it states MIBAM/MINAMB/HUGO are in agreement about how to run the national forests. i saw the article that mentioned minamb/hugo were in agreement but this is the first time i saw MIBAM listed (maybe i missed it)...it states you have to get an environmental study (done), get approval from local community (done) and hints at getting approval from the AN (i hope thats what it means because the AN has already given us a thumbs up)....
