RM/Ortega/Brazilian EM resigning

Awhile back I posted a reply from RM and in that reply he included an article about the Brazilian Environmental Minister resigning. I was not sure what prompted RM to include that article with my question I posed. I just asked him why he may have included that with his reply, here is his answer:

RM:

It has been quite common practice in the Chavez Administration (since he took office in 1998) to frequently rotate and shffle his Cabinet. Most seem to be in position for barely a year. Minister Ortega has been the Minister of Environment since January 2007 which by comparison is a long time.
