Molzolog - your statement is exactly what I think is going on.
It is much about power. The permit denial by Ortega does not in anyway impact VZ if they eventually plan on granting it. If they responded quickly (Hugo/Sanz) they would empower a foreign company and demonstrate that KRY has value/importance, which would diminsh VZ power in future negotiations. It would also make Hugo's government look less stable and in control if they step in and slap a "rogue" minister, especially when that rogue is the wife of the VP AND that there is a formal appeal procedure.
By waiting a while, at least until after the 15 day period, Hugo & Sanz:
- show the world they are in control and following procedural law
- show the world they care about the environment
- remind KRY and other transnational companies who has the power in VZ
Add in the coup rumours and that Hugo/Sanz might not want to add fuel to any coup plots until they are better positioned to squash them. If he suspects his VP/Ortega are invovled it is better not to challenge them right away when it does not harm him in any way.
There indeed seems to be a lot of issues behind the scene we don't know and we must remember that to VZ this denial does not harm them. I personally think we will see no action until after the June 2 deadline. Even then I don't suspect it will move too quickly, but also doubt it will take the 90 days.
