Assuming that the Bloomberg interview with Ortega to be true, the permit would still appear to be a very open issue. If so, Sanz likely is the anti-Ortega. At this point, given how out in the open this issue has become, I see no reason why Chavez should delay this decision for long ... aside from the fact that he's a dick.
