The Legislative Council of Bolivar state last Thursday finally approved the new Law on Mines, a document that becomes the most modern legal instrument to control the country, exploitation, exploration, exploitation and management of non-metallic mineral resources in the region.

This was said Francisco Jimenez, chairman of the standing committee on production, trade, tourism, agriculture, energy and mining, who said that the probation of this legal instrument is of paramount importance for the state and governance.

He recalled that mining is precisely one element energising of the government plan that advances Rangel Gomez in the region, hence the fundamental value that there is now a law that makes clear rules on the matter, secures leading role in the commune councils, which restores rights of the artisanal mining sector, which ensures the environment and imposing standards for the rights of exploration and exploitation that go to benefit the state.

He recalled that the document approved by the Legislative Council was introduced by the Institute of Mines of Bolivar state, Iamib and therefore stressed the effort that team, led by engineer John Madero. The recently adopted Law consists of 105 articles were reviewed, one to one by legislators.

The deputy recalled that the document was taken to consultation in all municipalities in the state. He said that dealers, users, artisanal miners, local governments, the Attorney General and others, participated in the preliminary analysis to the law.

It doubled revenues?

He indicated that this law will strengthen the supervision from exploration, allow real control and will allow better management of minerals, in turn optimizing collection mechanisms. Jimenez anticipated that the new Mining Act will allow duplicate receipts for this concept, without coercive policies, barely putting order and control over the exercise of mining.

The new law provides for a tax increase from 2% to 4% for materials like sand and screening, while for the much-quoted granite rocks is an increase from 2% to 6%, besides doing justice with the mineral wealth of this region in the past have been exploited so irresponsible, anarchic and to the detriment of this land and its habitantes.Prensa Cleber
