Ciudad Bolivar, Bolivar
Ciudad Bolivar, 08 May. ABN .- The Legislative Council of Bolivar state on Thursday approved in second reading the new Mining Act Estadal non-metallic, which repeals the force since 2002 and which significantly improves control of the state Executive on the administration and exploitation of mineral granitic and granitic not exist in this part of the country.
The chairman of the Standing Committee on Production, Energy and Mining of the parliament, deputy Francisco Jimenez, explained that this new law also improves the control of the state Executive on the work of exploration, exploitation, processing and sale of non-metallic mineral resources of the region.
He explained that at the request of the governorate of Bolivar, through its Autonomous Institute of Mines (Iamib), the rate was raised taxes on minerals not granite, such as sand and screening, up to 4%. For their part, the type of granite will have a tax rate of up to 6%.
Alike, noted that the mayors will benefit by receiving up to 50% of taxes collected by the Iamib body responsible for granting concessions and control.
Another 20% of the collection is in the hands of the Governor of Bolivar, which may be used to fund social welfare projects. The remaining 30% will be delivered to Iamib for its functioning and institutional strengthening in order to deepen the process control and promotion of investments in non-metallic mining in the region.
He recalled that non-metallic mining is one of the areas established by the governor Francisco Rangel Gomez as a priority for employment generation and wealth in the state.
"A few years ago the state of Bolivar suffered a total lack on the exploitation of these materials, que se iban to other parts of the country or abroad without any control", he said.
He noted that the parliament of Bolivar made several changes in line with what is handled at the Organic Law of Mines discussed by the National Assembly.
"We now have clear rules and strengthening the participation of communal councils in making decisions on non-metallic mining projects, strengthening environmental monitoring and return rights to artisanal miners and other sectors dependent on this activity" , He said the senator.
He indicated that this law will strengthen the supervision from exploration, allow real control and will allow better management of minerals, in turn optimizing collection mechanisms. Jimenez anticipated that the new Mining Act will allow duplicate receipts for this concept, without coercive policies, barely putting order and control over the exercise of mining.
