It would seem the Market considers the lack of announcement or mention (concerning the Black Wednesday Document) of any sort from the Ven Govt as a confirmation that the revocation of the Env Permit is for real, regardless of the truth. Lack of KRY mgmt coming forward to give shareholders some confidence also is not helping.
