Looks like a review of some housing complex right now (a model of the complex is shown). Chavez is with a couple other fellas, one in red, and there are pics all over the walls of wherever they are broadcasting out of. The AP web site has not yet updated the location.

I only just now checked in and may have missed a lot since it looked like it was cancelled earlier. My Spanish is not the best, especially the way these folks talk (quickly), so I cannot provide any insight on what this is about at this time.
