One of the mini-dramas that you allude to is whether this clusterf*ck is the result of:

A. Bureaucratic bumbling....one hand not knowing what the other is doing

B. Was intentionally orchestrated by Hugo using Sanz to do the dirty work.

As the information drips in I fear that this is coming from Hugo for whatever self-serving reasons. This is in keeping with my belief that gold is much more important to him than he let's on. Again....I hope I'm wrong.
