....if the ultimate policy of Mibam was "no development in the Itacacaooompapamowmow Forest"....then why did they entertain this whole thing and sign off on all of the environmental studies done over the years only to finally say, in effect, "this goes against our policy"?

As I've stated before...these studies represent thousands upon thousands of pages of detailed and expensive engineering work.
