My gut instinct is telling me this is the way the Vennies want to renegoiate things. It has been said in the past that the Vennies needed Western technology to help develope the mine so as to minimize the destructive impact. In addition, the grade of ore makes it very inefficient for small miners to extract gold. Small miners will have to move a ton of dirt to get around .6ozs of gold if that. Another thing is look at Las Cristinas, it is not a forest anymore.
