I believe your right and they may not have done their dd on this particular stock. As you well know many juniors don't make it. There is according to RM a lot of history to kry in VZ they may not be aware of.

According to RM working with the locals is an important piece to the puzzle in getting the permit.

Also if they are using computer trading, the computer can't read whats going on in VZ. They may at any moment stop computer trading and just start to cover and go long.
