It looks like this might address the longest standing and most serious concern that I have had. The NA's report and recommendations (released in October) was beautiful except for the part which stated:"It is suggested the preparation of an integral proposal of the community councils and the sustainable development of the area, for all projects under study." (hey, don't blame me, I'm not the translator!!) It has been my position that that recommendation was exceedingly bad, if for no other reason than the additional delay it would cause. It seems to me that this directly addresses the recommendation!
