I think Sanz just wants to assure Hugo and his cronies that the promises made to the workers will be honored if the permit to KRY is given. That is my take on this article. Hugo and Sanz want to make sure the workers get their "fair share" in the mining business. I think Sanz will make a recomendation to Hugo, and Hugo will come out looking good when he grants KRY's permit, allowing thousands of jobs to be created for the poor miners.
