KRY management will not speculate on permit issuance again, they have been burned too often.
I think that the news is very positive, although I don't expect the permit until May One, as you already know.
Sanz noted at the end of the article, that some concessions "are active, others about to be granted and some ready for expiration." I think Sanz just wants to assure Hugo and his cronies that the promises made to the workers will be honored if the permit to KRY is given. That is my take on this article. Hugo and Sanz want to make sure the workers get their "fair share" in the mining business. I think Sanz will make a recomendation to Hugo, and Hugo will come out looking good when he grants KRY's permit, allowing thousands of jobs to be created for the poor miners.
