Jeff, as you well know, there is a difference between GRZ and KRY. One has a concession, the other a MOA from CVG.

Whether that has anything to do with the whole permitting process, I do not know.

I do know that Richard Marshall told me a while ago, that they can start digging the day the Permit hits Kry's desk. That could be fact or wishful thinking.
