I agree with your first hypothesis, but not on the second. Many retail will leave, but KRY becomes a real company not a speculation with a permit.  That kind of money has different goals and is very patient.

After initial volatility, the end will be KRY higher than the permit pop. IMHO that will be quite a lot higher too.
