Gold was nationalized long ago. What part of operating agreement do people not understand?

Yes, Hugo could tell us to go away and that he would develop the mine -- only three problems with that: (1) he does not have the expertise to do so, (2) he cannot afford to do so, and (3) that would be the end of investment in mining in VZ from outside sources.
