Nothing to do with Chile... That mention was a throw away line in the article.  Vale is in Rio, Brazil the biggest boy on the block and Hugo would sure like to keep them on his side.

If Vale were in the picture it could explain a lot.  Hugo would be encouraged to hold up permits to keep the stock price down and make the deal more attractive for Vale.  If so, this has been on the cards for a while, but the lack of action may be starting to wear a bit thin.  Just speculation on my part.  There is nothing published anywhere to support this, just a feeling on my part that it would be possible and the in-action on permits for KRY and the Initiation Act for GRZ fits the scenerio...
