Maybe it is just me, but it appears that the first paragraph is almost the "form letter" reply, maybe massaged a bit to make it appear different than previous replies. The Bloomberg/Chavez issue article is not even addressed.

The second paragraph, concerning the Colombian-Ven border, appears to be more of a straight up answer.
