Since Chavez is a fella that really enjoys the attention of inaugaurations and ceremonies, it would seem that Chavez would like to be the one to sign off on the permit before his powers run out (unless the powers are renewed).
I would think that Ortaga might be intimidated about signing this thig off, at least up until June. Not that Chavez is an evil dictator, but a dictator nonetheless. And dictator or not, the boss can always be intimidating whether intentional or not.
Any other opinions?

Hugo could sign it but only up to June of this year, then the powers that where given to him run out.
