Too much coca again. 

We could handle his cutoff, sure prices go up, but he can't really send it anywhere else and he would very quickly be broke.  Once broke, his popularity would plummet further and he would be ousted. 

Likely, calm will prevail -- just more rhetoric from Crazy Hugo IMO.
