question regarding venezuela assets "freezing"

the vens say they dont have nearly 12bil in PDVSA assets in these countries.....so would'nt that mean that venezuelan tankers and heavy crude headed to refineries in these countries would be "frozen" as it arrived? this is starting to smell like another BS reason to jack up oil prices to me....
