Unless the logjam is released all at once...remember...the illegal miners have to be dealt with diplomatically. Perhaps when all of the diplomatic ducks are in a row...the outstanding permits can be released simultaneously...and the new places of emploment for the displaced miners can be systematicaly announced..imagine the cries of joy on the part of mothers trhing to feed their young...and the votes\PR extravaganza that would be afforded Hugo Chavez...hero of the working man
