The article is nearly three years old.   It appears to point out that foreign companies will pillage the land and take the money out of the country.  This may have been the sticking point on the permit holdup for a couple of years.  During this time, Crystallex has provided much infrastructure in the area including water plants, sewage plants, roads, housing, and supplying hospitals.

With economy of scale, my opinion, as a PE in CE, would be Yes, a large mining company, such as KRY, can remove gold more efficiently and with less environmental damage than individual miners. 

When the Alo Presidente show is broadcast out of Las Claritas, it will all be good.
