Sounds like he is going to go after his reform plan in an incremental fashion, which makes more sense. I think he overestimated his current popularity despite the complaints coming from the poor for food and jobs.

It seems apparent that he needs to placate the poor first by giving them jobs and making basic foodstuffs available. That will get him the voter turnout he needs from the poor. Our permit fits into that plan by providing jobs and more regional development.
