One reason Exxon said no is that they know Hugo needs them. Why? He does not have the expertise to keep the oil flowing. Oil production is down to something like 30% of where it was. He is lucky the price of oil is up, thats the only thing that is keeping him afloat. Another reason is that vz oil is thick soar crude and needs heavy refining. As some one explained, if you had some of his crude in a glass and tipped up side down the oil would not come out.

Finally if huge does not start putting money back into his oil product he won't have any  product in several years.
