I asked this question once and was explained that big institutions do not buy penny stocks. As a general rule, anything below $2.00 is considered penny stock. I don't know how much truth that is. Maybe that's what happened when CUU passed the $2.00 mark many moons ago, and went all the way to $2.75 rapidly.
