No majors would look into SC until they know what Teck wants to do.

1. Teck is operator, why would they tie their capital down on a project that is at the mercy of their partner.

2. ROFO, waste of resources to bid for the sake of bidding without knowing if Teck is interested.

3. Does CUU want to approach a major knowing that current year's work will add significant value to the project?
