The way pension fund managers think, imo, "fully derisked" only happens after the start of production.   Pension fund managers are not speculators.  The problem for them is that there is no known date as to when the project will be derisked to the point that they can safely estimate the start date of future cash flows so as to reliably calculate today's value of the project.
