This was a long time coming. While the penalty is quite large, its actually something that's been overdue, and won't really affect Teck's bottom line.
This issue became a transboundary one as indigenous groups on Montana, North Dakota and Washington have been up in arms about Selenium leaching from Teck's coal mine waste rock piles for many years. Something had to give and politics no doubt finally weighed in.
Not sure if this wipes the slate clean for Teck on this issue but I've wondered for some time now if this had to be dealt with at least at the provincial level before Teck sought a green light for its other BC mining projects. Given the critical minerals initiatives now prioritized federally and from the US, this had to get done in order to move on.
