In my opinion, CF wants full value and Teck can only provide that 1-2 years before announcing a production decision.  I think this will be timed with Galore, as putting both projects online in the same timeframe would give Teck some nice leverage all accross the board (e.g. contracts, first nations, governments, etc).

I don't think Teck is dragging us, they are simply running on their own calendar.
